Many of the problems encountered by flight crews and aircraft dispatchers have very little to do with the technical aspects of flight operations. Instead, most are associated with poor group decision-making, ineffective communication, inadequate leadership, and poor task or resource management. Historically, aircraft dispatcher training programs have focused almost exclusively on the "how to" aspects of dispatching and on an individual dispatcher's performance; these programs did not effectively address resource management issues fundamental to safe flight. Human factors awareness should be an everyday part of a Dispatcher's workplace environment and culture. More importantly, the resourcefulness displayed while making critical decisions is an opportunity the Scheduler/Dispatcher must take advantage of.

Tax Implications of Personal Use of Company

The IRS,FAA and SEC each have separate, sometimes conflicting rules for dealing with personal use of company owned or chartered aircraft. These rules changed significantly in 2004 and continue to evolve. This session will explore the specific IRS rules and regulations, FAA regulatory considerations, and SEC disclosure requirements for companies (private and public) and employees who use the corporate aircraft. This session also will address the differences between business, personal and entertainment use of aircraft and how to deal with the inevitable mixed-use flights. Record keeping and internal reporting will be discussed, and will include practical examples and "eal life" tuations. A question and answer period will follow.

Kent S. Jackson is founder and managing partner in the law firm of Jackson & Wade, L.L.C. His practice focuses on airport funding and legal issues, structuring aircraft transactions and a broad range of aviation regulatory advice. He assists clients in establishing appropriate operating structures for Part 91, Part 135, Part 375, Part 380 and complex hybrid operations. He has assisted clients in obtaining Part 135, Part 125 and Part 380 authority. He has represented companies and individuals in DOT, CBP and FAA enforcement proceedings and IRS excise tax audits. Jackson’s clients include corporate jet owners, lessors, investment banks, manufacturers and government agencies.
Jackson is admitted to practice law in the District of Columbia, Kansas, Missouri and New York. He frequently speaks on behalf of the National Business Aviation Association, the National Air Transportation Association, Jeppesen and other aviation groups. Jackson is past Chairman of the National Business Aviation Association's Tax Committee. He was a principal participant on the FAA's Fractional Ownership Aviation Rulemaking Committee and the Part 125/135 Aviation Rulemaking Committee. Jackson is a type-rated airline transport pilot, flight instructor and repairman with flight experience in Part 91 and 135 operations.
Publications
Since 1993, Jackson has authored or co-authored all editions of Federal Aviation Regulations Explained. Published by Jeppesen, the books illustrate and explain the policies behind the regulations, including explanations of specific situations. The books reference a variety of sources, including FAA Advisory Circulars, the Federal Register, the Aeronautical Information Manual, NTSB Decisions and FAA Chief Counsel Opinions.
